Can You Still Use a Driving Licence as ID in South Africa?

South African driving licence as general identification proposal explained

Answer first: South Africa’s Department of Transport plans to make it explicit that a driving licence, learner’s licence and Traffic Register Number certificate are not general identification documents. This is a proposed regulatory change, not a reason to stop carrying a valid driving licence when you drive. For banking, contracts, travel and other identity checks, use the identification accepted by the institution—normally a South African ID or an eligible passport.

Information checked: 18 October 2026. The proposal may change before final regulations are published.

What is changing?

The official SAnews report says the Department intends to amend the National Road Traffic Regulations so documents issued under road-traffic legislation are excluded from the definition of acceptable identification. The documents named include:

  • driving licences;
  • learner’s licences; and
  • Traffic Register Number (TRN) certificates.

The aim is to separate documents that prove a person may drive or transact on NaTIS from documents issued to establish identity. Home Affairs is responsible for the National Population Register and official identity documents.

Is the change already law?

Not yet, based on official information available on 18 October 2026. The Department said the proposed amendments would be published for public comment. Interested parties would have 30 days from publication in the Government Gazette to comment. Submissions must then be considered before final regulations are published.

A proposal, draft regulation and final regulation are not the same thing. Do not rely on social-media posts presenting the proposal as an immediate ban.

What should motorists do now?

  1. Keep your driving licence card with you when driving. The proposal concerns general identification; it does not remove road-traffic requirements.
  2. Carry the right identity document for the task. Before visiting a bank, collecting a parcel, signing a contract or completing a vehicle transaction, ask what original or certified document is accepted.
  3. Do not assume every organisation follows the same process. Confirm its requirements before travelling.
  4. Protect copies. Avoid sending unwatermarked document scans to unknown people. Where permitted, mark a copy with its purpose and date.
  5. Watch for the final Gazette. The final wording and commencement date matter.

What does this mean when buying, financing or selling a car?

A driving licence shows that you are licensed for the relevant vehicle class; it should not be treated as a universal substitute for an identity document. Purchases, finance applications, FICA checks, registration and ownership changes can require different supporting documents.

What is a Traffic Register Number?

A TRN allows a person without a South African identity number to transact on the National Traffic Information System for road-traffic purposes while legal status is handled through Home Affairs. According to the Department, it was not created as a general identity document.

The proposal would tighten TRN controls. Validity would be linked to the passport and permit used to obtain it. A holder who later receives another accepted form of identification would need to notify the registering authority and surrender the TRN certificate within the prescribed period.

Do not confuse this with the 10-year licence-card proposal

A separate draft proposes longer card validity for light-vehicle and motorcycle categories. Parliament reported on 6 October 2026 that Codes A1, A, B and EB could move from five to ten years. Heavy-vehicle cards would remain at five years and professional driving permits at two years.

The Western Cape Mobility Department’s summary explains that the underlying driving licence could remain valid indefinitely unless suspended or cancelled, while the physical card still requires periodic renewal. Those proposals concern licence and card validity—not whether the card serves as general ID.

Practical document checklist

  • Driving: valid driving licence card and documents specifically required for the journey or vehicle.
  • General identity checks: South African Smart ID/green ID book, or eligible passport and permit, subject to the institution’s requirements.
  • Vehicle finance: ask the provider for its current identity, income, address and banking-document checklist.
  • Vehicle sale or registration: confirm current NaTIS and registering-authority requirements before signing or paying.

Frequently asked questions

Can I use my driving licence as ID today?

The announced change is still proposed. Organisations decide which lawful identification they accept, so confirm their requirements and take your ID or eligible passport where needed.

Will my licence still prove that I may drive?

Yes. The proposal separates driving entitlement from general identity verification; it does not make the driving licence meaningless.

Does this cancel existing cards?

No cancellation of valid cards was announced in the official notice about identification. Card validity and renewal periods are addressed separately.
